Churchill Place shortlist firms named

The three firms short listed as potential partners for the Churchill Place development have been named by Bromley Council.

A report to the authority’s recreation and renewal pre-decision scrutiny committee last week named Muse Developments, Barratt Developments and Kier Property as the firms invited to proceed to the next stage of the selection process and submit outline proposals.

The news follows the start of a procurement process in July for a partner in the proposals to create some 1,180 new homes, 20,000 sq metres of additional retail space and new community facilities in the town centre.

Scrutiny panel members were told the three were “nationally recognised developers” who were “capable of addressing the necessary design and development, financing and funding requirements to undertake a scheme of the scale and nature of Churchill Place”.

The three will now work up detailed proposals ahead of a final decision expected from the council in April 2013.

The council's head of renewal Kevin Munnelly said Bromley now intended to proceed with the three selected bidders and “examine options” to merge the outline and detailed proposal stages of the procurement process.

“This would result in a saving in resources for the potential bidders, maintain competitive tension in the process and potentially allow for the earlier selection of a preferred development partner,” he said.

The Munnelly report added that as the Churchill Place proposals had both a substantial commercial and residential content, the council’s preferred development partner may require both commercial and residential funding partners.
